    The temporary solution is to use a VPN. That appears to fix it 100% of the time.

    There are free VPN's out there, ProtonVPN is a name I've heard as being a good free one, but you can search yourself.

    Edit: After you launch Apex while using the VPN, if you exit the game you should be able to launch just fine with or without the VPN from that point forward. Not a clue why, but that fixes it.
