Thanks for following up! Apologies for the delayed reply on this.
Have you had the chance to try clearing your Steam cache to see if that makes any difference at all? I've seen some cases where that can do the trick with crashes like this as well. For more details on how to clear it check out the Steam Support website.

thank you for continuing to try. I cleared the steam cashe and tried it again and it still didn't work. I ended up doing all types of restarting steam and clearing cashe and redownloading the game but nothing seems to work. I am really confused at why this doesn't seem to work and i am really hoping that it is not my components causing the problem but every other game works so i dont know.

When you installed your new motherboard and SSD did you migrate any data from your previous drive, or was it a totally fresh install of Windows and all your apps?

I originally copied over all my data from my old ssd then later did a factory reset on the new drive. The problem still existed on the old drive though before I got the data switched over to the new one.
