Why is my xbox one s behaving strange

When it starts into front screen with character the frame rate is ~1fps and it stutters visually a lot and you cant move cursor around easily or get Y input hit to get into game.

Sometimes the framerate in game drops really low like when opening black market and theres a lot of stuff on the map nearby.

Sometimes when too much explosions or heavy sounds happen in the local area, the sound turns into a grinding noise, like a garbage disposal eating a fork. Grrrrrrrrrrrrrrrrrrrrrrrrrrrr, as the sounds all try to play at once or something.

Is this normal
