Tried deleting Cert's folder as others stated, would not launch. Restored and nothing.
Tired after waiting 2hrs to play lol, heading to bed. Please look into this issue.

I found a fix, at least for me.
Go to Microsoft and grab Windows10Upgrade9252.exe
Google " Get Windows 10 now offers Windows 10 upgrade9252.exe " since you cant post links here.
Should look like ( /en-us/insider/forum/all/get-windows-10-now-offers-windows-10/5e7a142f-5fd1-4397-a05a-76922799b292 ) with microsoft in front.
Download the Windows10Upgrade9252.exe which is the blue link under the first image on the page. Make sure it is a microsoft page!
Run the upgrade exe and it will fix issues and update your files to current. Warning it takes a long time to update so close all your apps and go eat breakfast or something. But this I think replaced to old dll file with a new one. Might be because I have one of the first copies of Win10, not sure. But the game is running for me now.
