Xbox Performance Issue
Xbox has had several performance issues since the update. The game feels pretty laggy and occasional stutters occur.

I had this same problem once in 45 games. The game started with about 2 frames per second. Seems like the whole lobby was effected atleast... Resolved itself after a minute or so. Very frustrating to have slow motion and very delayed hit registration. Reminds me of season 1 lol.....

That's good you're wired. It's a lot better than wireless. I'd like you to try clearing your alternate mac address with these steps:
Go to your Xbox One Settings (Just press Start, then click Settings)
Go to "Network", then "Advanced Network Settings"
Click on "Alternate MAC Address", and then click "Clear"Let me know how it goes. Thank you.
It didn’t help. Before you ask, I have uninstalled the game and reinstalled it as well. My ping is 11-18 or so with 9% loss. It seems to happen most when I’m opening boxes or peeking enemies... But the frame drops can occur just running around the map and even in the main menu .
