Why none of the Breakthrough maps on co-op start as Russia anymore?

There are some faction specific vehicles like that BMP-1 IFV and I am trying to unlock more of the upgrades of this vehicle like I did for the US one in a productive environment withouth a dozen player engineers trying to snipe me.
