PLD/SOFLAM, Tracer Darts Do not populate painted targets for other team members

As the title states SOFLAM is bugged AGAIN. It does not populate the game with a painted target for Javalins and other lockable missiles/rockets. This needs looked at yet again and fixed yet again.
