The biggest bug of the game still not fixed

I asked you months ago to fix it but you did not. The game has no action button priority at all. 

How am I supposed to reload with a controller in this situation? I cant. Probably the biggest bug/design flow of the game. I really cant uderstand why you did not fix it.
