Add a lock on timer on vehicles after using flares or smoke

Question

The vehicles feel unplayable right now especially air vehicles. As soon as you use flares you can be locked back onto immediately and be shot down with one rocket. Also people can just cap the closest obj to spawn and camp there and you will just be shot down as soon as you leave spawn.

I noticed that when playing as an engineer, even if they drop flares, if you reload and shoot again immediately, the rocket will still miss and lock onto the flares. So there’s a bit of a delay there for air players. Or maybe it was just my luck, because when I play air, everyone hits me right away lol.
