20 Max Player Start is Killing Portal

Make it 4 players to start the match if we don't want bots. How the bleep am I supposed to get 20 People together at once. Stop making Portal Unplayable!

I would say at least 4 like on BF4. One player shouldn't be able to run through MCOM bombs on a RUSH server.
