Cant host most servers in Portal

I have 3 portal maps that i mess around on that ive found over the last couple of weeks and I can get to the class selection screen and choose what I want, but the server never finishes adding more bots. I am in this one with 32 players but it will only load 11 of the 31 bots. In smaller servers i host, it's less than that. Ive let it sit for an hr to see if it would finish loading past 12/32 and nothing ever happens.
