Preferred Crossplay isn't working at all.

And if you turn off Crossplay, you only find matches full of bots. I ran a quick test in Conquest mode. I searched for 10 matches in a row. The result: 10 different servers, all with few players and full of bots.

Why didn't the matchmaking system put all these players on the same server?
