I hope this is a problem with a fix coming soon, with my 6 friends we tried on ps5 going everyone at the same time queueing alone with crossplay off and everybody got a full sv with bots and 3 players each side

Yes, i have friends from Xbox and they are going trough the same problem. I think it's really a problem with the way matchmaking works and separate the players. Yesterday i had some matches full of bots with crossplay on, showing a real problem with how it works.
