I think it's safe to say that 2% number is highly...well...not entirely accurate. Redsec is basically WarZone- it's infested with WAAC cheaters, and regular MP getting pretty bad as well. Free weeks do nothing but give Script creators a chance to test things out and find ways around Javelin.
The game is about 3 weeks away from receiving a huge influx of players with the holidays...DICE really needs to figure this anti-cheat thing
