Duff ammo supply

I reload empty a clip into an enemy but nothing happens is this a bug o r has the enemy tampered with the ammo?

I assume it's dodgy netcode/hit-reg.

Its so inconsistent. I see no mention of it being fixed in S2 notes I have read that it cant be fixed because no one can master frost bite engine or just a poor engine for this problem
