Empty servers

The servers in South America are empty at certain times. Only the large modes such as Conquest or Advance gather around 10 out of 64 people; the rest are all bots. Not to mention the small modes. If you want to play Capture the Hill, Domination, or Squad Deathmatch, good luck. Two people will join, and if you're lucky, the game won't start, and everyone will leave. This is happening less than a month after the game's release, which is expected later on. Enable bot filling in Portal so I can start my server without any problems. If it breaks some exaggerated rule, then limit the XP, but if not, what's the point of Portal then? They gave us the tools, but they want us to use them how they want us to. It doesn't make sense.
