This is Battlefield and there has been a little back forth since BF4 but at its core it is supposed to be a little resemblance of a true Battlefield. Not a simulator like (ARMA) but maybe a simulation with arcade pacing.
I have spent much time in the military and BF (especially BF3/4) delivered a decent "true to nature" aspect of how different weapon systems interact with each other.
With that in mind
1. Tanks and any personel they carry are specialy effective at countering small arms fire, like that of a marksman. You can safely observe a "glint" and most personel on foot in an armored vehicle without the fear of supression. Marksmen usually have the upper hand and might bring the means of spotting the threats of vehicles at a great distance for others, laser painting etc.
- Unfortunately suppression from Marksmen & machineguns is gone in BF6 which also ruined A LOT of realism.
2. This is why a marksman dont sit behind 10 soldiers in a narrow halway. It is not effective.
- A marksman need to combine brains with patience. BF has been generous for the class of "Recon" to make it more viable, and made it easier, more fun, requiring less patience than it actually is.
3. Yes, a marksman should have binoculars. This is where BF have fallen short/made a compromise for the sake of what I wrote in 2. A marksman usually dont work alone. They have a companion.
-It would be nice with a support class specificaly for the marksman (similar to an engineer repairing a vehicle), rewarding them for working together.
4. BF6 Has downplayed the importance of playing as a squad unfortunately, making it less rewarding.
