hardcore server for portal

I want to add a hardcore server to the portal, but I keep getting an error that there's no space. So I don't know if I should buy a premium server based on the information I see after publishing the server on the portal website in my browser, or is that not possible at the moment?

The servers I see in the game currently are some kind of fake with mini maps and HUD, and you can also see the enemy markings, which is a complete fake of the hardcore mode from Battlefield 3 and  4 

I would like to play on an official hardcore server where everything is turned off, mainly the mini map, hud, enemy marking, and aim assist as well.
