Hey Dice Are we ever going to be able to run our own servers like we did in BF3?

The answer is no. Clearly no. There is no benefit for them to do the work to rebuild all that old infrastructure, scrap what they have already made, make deals again with providers, and get burned again when their server source code leaks and people start running hacked servers again. They want control of their product.

You made another thread saying that portal servers are worthless because they can't do certain things. But every thing you said they can't do, they can do. I don't think having another option would help, if you are unwilling to use the option you already have.

Why not ask for help doing what you want to do, rather than complain about your options?
