SO they deliberately created the single most pathetic .50 cal in the world. Literally so bad, it cant exist in RL. A .50 cal that does no more damage than a 7.62 round right?

I don't see how what .50 cal do in the world has anything to do with this gun that exists in a game.
It's a gun that can one-shot at 130m by shooting someone's toe. If the tradeoff of bad stats versus one-shot kills in the limbs is not good enough for you, then don't play it. And I'm not being dismissive, I'm pretty sure many will not like the tradeoff.

Literally every sniper in the game can one shot if it has a sweet spot. Irrelevant.

No it’s not the same. This gun can one-shot any part of the body at the right distance, not just the upper torso. On top of that there’s an extended range where shots to the lower torso - but not limbs - are still lethal, and then an extended range for the upper torso - so what you call the sweet spot - that is about three times as large as for other rifles (about 90m versus 30m).
At 130m, this gun basically behaves like a shotgun. It’s a limited case usage because 1/ snipers are used to go for the head and get one-shots anyway and 2/ good vantage point are not necessarily 130m away from the area they cover. But if you decide to play to its strengths and actually place yourself at the right distance, it suddenly becomes absolutely gross even in the hands of a beginner.
I don’t think many people will bother with that, but considering what it can do in the right circumstances, the balancing makes sense.
