They are currently looking at the bot issue.
The oceanic region has a server in Sydney and Asia, the player base is small and depending what time of the day you play your game will be filled with bots.
The filling of the games is an issue, i usually jump out and try again to get into a full game.
Breakthrough is not popular in oceanic v conquest at this moment as well.
Also you say the player base is small but you're telling me you can't fill enough players for a few lobbies??? Also why is it when you do join a game with real players straight after rather than continuing on with those real players you are all disbanded and forced into another bot lobby. This makes no sense and it is actually ruining the enjoyment for anyone outside of NA or EU.
The issue is that they disband the server at the end of each game.
Regularly the server is near full at the end of the game for the whole thing to start again.
Give us persistent lobbies with a queue, or the possibility of buying our own server
