Yep to all of that.
I wonder also how the lack of servers in several regions are making things worst. I'm in the ME, we lost our servers some time ago, and I find myself in the EU region. My ping is 65ms, which makes my experience often miserable. But I can't help but think it does not help the overall stability to have people like me on those servers.
