I genuinely wonder if it's a lack of in-house expertise or a more general issue.
I went googling a few games, and it turns out netcode is an almost universal complaint. BO6 and BO7 have been panned in that regard. So has Valorant, and even CS2, a game I've never had issues with (I wish BF6's netcode was as good as CS2, but then BF6 is tracking so much more stuff). Same for Tarkov, Helldiver 2... I haven't gone too deep, just looking at top results, but over and over again, the same issues seem to arise.
I have zero experience with netcode, my knowledge is entirely superficial. But I'm starting to think that perhaps there is just no way to manage the delays in a way to feel satisfactory. Dying behind a corner can be mitigated, but never eliminated, you're always going to have that fraction of a delay where you're diving/hiding and they're shooting, and if their information arrives at the servers even 1ms before yours, you'll get a validated kill despite being in cover on your end.
Note I'm not defending DICE, their game feels a lot worst in this regard than anything else I have played. And they have made design choices that make the netcode feel worst: the fast movement, the low TTK, the slides... All those things that play out in milliseconds, so the slightest delay turns into an unwarranted death. And of course, the way they lost so many players and closed down servers, leading to higher pings and worst experiences.
The frostbite engine is notorious for having bad netcode, in fact the whole engine is a mess. With 2019’s modern warfare, Activision put in the work and had the engine completely revised. EA have never bothered with frostbite, the devs are using duct tape at this point to tie the code together. That’s another reason why when they try to fix anything, they break more than they fix.
The best and brightest left dice long ago, and now there is a lack of knowledge and ability to fix core issues. EA pays poorly in comparison to the industry standard, and management frequently put short term profits over any kind of artistic integrity and quality. The most talented people will go elsewhere.
