The exact amount of points is arbitrary. What matters is that it presents players with choices they can make about the loadout they want to run. Pistols have less attachments that you can simultaneously equip compared to primary weapons, so it makes sense that if the attachment cost is to stay the same, the amount of attachment points has to go down.
