It might be worth contacting Steam support to confirm, since they're who you made the purchase with. You could also try speaking to EA Help at help.ea.com as well, though.
He pre-ordered somehow on a different steam account, 9 days since the game launched he comes with this story, why would you recommend bothering EA help for something which he is not entitled to. Why would anyone have multiple Steam accounts in the first place? Here's another story that makes more sense, he pro-ordered the game, got banned, made a new steam account and now tries to get the skins back he lost.
