I suspect that the challenge was written with general multiplayer in mind, rather than the Battle Royale.
However, Dice did mention that they are reassessing some of the challenges (I can't remember if this particular one was mentioned), so I imagine that changes may come eventually.

This exactly! The majority of challenges already existed in the main game Battlefield 6 before Redsec was released. And some of them will be (nearly) impossible to complete in Redsec alone. Which is a deliberate strategy to lure people who only got the f2p Redsec into buying Battlefield 6.
