Dice please ban IP addresses of known cheaters or hackers. This is known strategy of other game studios that both ban accounts and IP addresses to circumvent cheating. This prevents players from recreating a new account and banning their IP address as a more effective strategy that deters cheating .  Any player with accuracy above 30 percent is another strategy that should trigger anti-cheat systems or software.
