If it's on a console, then EA can't really do anything. All the cheater has to do is limit the trigger rate to whatever the anti-cheat thinks is human speed, and it will work.
EA can't monitor consoles like it can PC. Not to say their PC anti-cheat is great either, but on consoles the best they can do is decide if certain inputs are inhuman or not.
You combine this with how the auto-aim works... best? Better? Stronger?... when you spam ADS. This was one of the earlier ways they caught console cheaters, because people were inputting hundreds of times a second. Limit that to what EA thinks is a "human" speed and you won't get caught.
