Separate frame rate limit for main menu

I'm quite tired of listening of my PC fans spinning on full speed and creating heat from just on sitting on the main menu for no reason. Maybe this isn't a full issue, but I don't want to see my GPU pushing 90% on doing nothing. Even when playing matches I get less stress for the PC. It would be nice for a lower energy consumption limiter.

    im having the same issue, gpu at 105C in the main menu, tried new thermal paste and cranking the fans. nothing works. Devs should make a lobby frame cap
