So what exactly is the report system going to do
Last night i reported a player who was making inappropriate comments about children and i get the email today saying no action was taken. How isthat acceptable?

If it were me, I'd re-report as this kind of thing needs to be treated seriously in my opinion. It would probably be worth sending the details directly to EA Help, citing the previous report, and ask for it to be reviewed again. The links in this guide should let you do that:
