Support Challenge Broken?!

Why is it that only direct hits register as damage for the airburst incendiary launcher when doing the Support Challenge. It can hardly one shot someone already and now i have to do this challenge 10 damage at a time..... please tell me there will be a fix and this is not how it is suppose to be?!
