It's not really fair to blame the weapon so much when the cheaters are the one making it OP. The M14 is almost the exact same gun, if you nerf the SVDM then the M14 will simply be the next "OP gun."
At most, I would apply a little more vertical recoil to it, and lower the rate the bloom returns to 0. If anything. I really don't think it's "too strong."
