I appreciate the sentiment of this and agree its a problem but I think there are more elegant ways of handling it. Other games have implemented vehicle locks that allow you to get out and as long as you stay within a certain radius then friendlies cannot get into the driver's seat (for a limited time). Enemies can still steal the vehicle though.
This will prevent the thefts, whether intentional or unintentional from happening in the first place.
