My CPU is running at 100%. I get studdering when shooting a weapon. I see user's rubber banding.
Is this why I paid $70 for. NO F'N WAY!! This game need to be OPTOMIZED ASAP!!!! THIS IS BS!!!!

Depends on your game settings, your CPU is in the recommended requirements, but if you are running the game on too high settings, etc., it may happen, so you may want to check that. You may also try this guide, if it will help to resolve the issue.
Look at the GPU info on the bottom left. It's only at 57%!!!. The CPU as you can see its at 100%. Hell even BF2042 CPU Info is less that that!

When I host a server with 5 of my friends I don't have those problems at all. Just in Multiplayer!
Yes, that may happen when the CPU is the bottleneck - it's not feeding data to GPU fast enough, etc., so the GPU is slacking. As I said, you may check if your game is running within the recommended settings, FPS, and so on for your hardware or try the guide linked, maybe that can help with the problem.
You have an 8/16 core CPU and Task Manager is only showing 4/8.
