This patch killed PORTAL. Just remove bot XP, not bots for full XP

I can't find a single HC Rush server that's active right now because no one wants to play with BOTS due to no XP or mastery for the server.  

Either remove the start limit so people can filter in over time, or just remove BOT kill XP/Mastery. 

This would alleviate the issue.
