Time played...misinformation?!

I have been mostly a console player for like the past 15-20 years, before that a PC player. Just recently built an up to date PC (maybe 3 months old) and have been playing games this way lately. Maybe I am just not up to date with the lingo, but "TIME PLAYED" does not mean the time i have played the game, but means "TIME OPENED" the game/software itself. Is this "time" used when calculating when someone wants to get a refund? I have only played maybe 10 matches (being generous) and the "TIME PLAYED" says 7hrs and 31mins.😂 10matches X 20mins each(lets say) = 200mins (3.33hrs). Am I safe to say that "TIME PLAYED" is what determines time played for refund?
