Add DX12_1 support to lower minimum requirement, make DX12_2 features optional

Other game can automatically roll back to DX12_1, first they check system info, second they check what GPU model, idk why dev team still can't get what im meaning, FPS game need framerate, framerate is top priority, without it no matter how refined the image is, it's just useless.

also look what i found, why this cost so much framerate? i know GTX 1060 is kinda old already 10 years, but i don't see any improvement during these years, and i watched some videos, 3050 laptop can barely handle this game (disclaimer: i didn't finish watch that video so im not sure what cause it).

future frame rendering feature only work with DX11 i do remember, again i know i need to change my GPU after some months, my console also have some problem, but i mean if dev keeps pushing the requirement without focus on the framerate stuffs, i kinda fear about this, when i purchase a GPU, i expect what i can get, and some day they tell me upgrade my rig but no actual improvement, that's the issue.

again, i agree modern rig need to support dx12_2, but only one way can improve the framerate, and that is the game dev team. i know technical issue often related to some other "global" features, but dev decide only support dx12_2, did you see the key problem? They Can say "Enable DX12 Ultimate Feature" and make it optional, Not just "Enable DX12" then focus DX12 without any detail, and because dx12_1 already handle some CPU (NOT GPU) problems, tech upgrade means more performance, specially FPS game that often require highest framerate.
