Are vehicle spawns bugged?

Is it intentional or are the vehicle spawns bugged?? Not all maps but certain ones have vehicles not spawning…. This makes it unbalanced and **bleep**. Even if u can switch teams, what is a good chopper battle without a chopper to face you! Please fix, intentional or not.
