Bad FPS on 4090 laptop. Anyone have same issue or fix?

I'm launching game through steam not EA app. Dropped resolution from 2k to 1080 and selected Low graphics settings for everything. Also tried 2k with 50% render scale. I get ~80 fps when nothing is going on and regularly dip to 40-50 fps in fights. Graphics driver is up to date since it wouldn't let me launch game until updating it.

DLSS doesn't change anything. Adding CPU User.cfg did nothing. There aren't any game settings that I can drop lower as far as I can tell. Fullscreen vs borderless doesn't change.

Specs:

Processor: Intel(R) Core(TM) i9-14900HX (2.20 GHz)
Installed RAM: 32.0 GB
GPU: RTX 4090 Laptop GPU

Battlefield 2042 I was stable 120 fps even on high settings and ultrawide monitor. I've tried various fix tips from reddit and ea forums and nothing helps.

  • I have the same issue with a Razer Blade 16 2023 with the following specs:

    Intel i9-13950HX, RTX4090, 32gb RAM

I plan on looking into the issue later, but it runs at 120fps 1440P Native + high settings with my 5060TI 16GB desktop GPU so I haven’t spent the time.

The 5060TI is not faster than the laptop 4090 so I know there must be something we are missing.

  • Same problem. With a 3070Ti and an i7 10700K at 1440p, I get between 55 and 80 fps, it's unplayable. I have everything set to low with DLSS ultra-performance.
