Everybody listen to me, I was able to solve the problem. Although your packet loss is 0% and your ping is <10ms , your TN value is too high that's why you are having problems. TN should be around 10 ms. For those who does not understand what TN is it's basically connection latency between your hardware and server. Problem could be your CPU or RAM. Mine was solved by overclocking my ram.
My desktop is pretty good actually but my RAM is only 8GB, by default, RAM works at 2300 Mhz speed, so you go to your BIOS settings and overclock your RAM, this will result in speed increase in your ram. There is XMP 1 and XMP 2, to make this work you need to install your RAM either 2nd or 4th slot , 1 and 3 does not work. Than ise XMP 1 which is safest. THan you should have smoother game.
