I fixed it myself bois. GO INTO SEETINGS AND THEN STORAGE AND STORAGE SPACES. CLICK ON ADVANCED STORAGE SETTINGS. IF YOU HAVE A STORAGE POOL THERE DELETE IT. try loading the game again after.

same issue here, tried everything under the sun, and I was having this issue with the beta. I bought it on steam assuming the issue would be fixed by launch. how foolish of me

TURN OFF SMOOTH MOTION IN NVIDIA GRAPHICS FOR THIS GAME ON GFORCE EXPERIENCE AND IT WILL LAUNCH.
SOLUTION HAS BEEN FOUND!!!
OPEN NVIDIA APP ---> GRAPHICS ---> GLOBAL SETTINGS ---> CLICK RESTORE AND LAUNCH AGAIN!

EVERYONE TURN OFF SMOOTH MOTION FOR THIS GAME IN NVIDIA , GAME IS NOT READY FOR IT AND IT WILL LAUNCH. THIS IS THE ISSUE. IT IS MESSING WITH THE GAME LAUNCHER. TURN OFF SMOOTH MOTION AND GAME WILL WORK.
