BF Pro - No Pro instant unlocks and only 10% xp boost?

I Bought the Phantom Edition upgrade, activated the token, got the tier skips and instant unlocks, but my XP bonus is only 10% instead of 15%.

On PC and Steam. 

EA support was no help. 

Anyone else have this issue, and is there a fix?
