Fix

Search "Windows update settings" in your windows search bar and make sure you have the latest window's security updates. Once that's done the game should launch.

My PC had failed to update whilst restarting and rolled itself back and seems javelin doesn't like you not having the latest security updates. Fixing this turned out to be its own journey but there's plenty online about how to get around failing windows updates.
