This seems to have zero effect as the ingame monitor window still displays 16cores 14 job threads, and afterburner/process lasso still indicate its using everything

Xathian the laptop CPU appears to be thermal throttling which reduces the CPU frequency.
You can verify this by watching the CPU frequency in Windows Task Manager while playing the game. You might see the CPU frequency go from 5GHz down to 4GHz due to CPU thermal throttling.
If so the only remedy is to set the CPU cooling fan speed to maximum.

Hi, that is not the case, the frequency remains the same and temperatures dont hit those required to throttle
48player Breakthrough smooth as butter gameplay
I've managed to paly multiple games tonight on smaller maps on 48-64 players, but about 10mins into the newyork bridge map on breakthrough the slow downs started
nothings changed clock or temps wise at all just a sudden CPU useage spike into total PC slowdown
