Having the exact same issue here. Based in UAE, playing on PS5.
The persistent server I have on Portal seems to be working fine, but any attempt to join a multiplayer match is met with a black screen, background audio, and then cut to the welcome screen after a bit.
A lot of other console players facing the same issue, across Xbox as well. Console players aren't even able to use a VPN to fix the problem :(
