Bot lobbies every game i play

As the title states, almost game i play only about 12-24 actual players can connect to server, and thus filling the server with bots. Im from Denmark so im propably on a EU server. So players should not be the problem but i dont know. Its primarily in closed weapons matches this happens, and i refuse to believe that out of 340 thousand players only 24 of them are playing closed. Hope this matchmaking bug gets fixed soon.
