Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

So their solution is killing portal, nobody play or care about it now!

I have the same problem. I hosted my server yesterday (10th oct) without any issues; became fully populated with people. I took the server down to make a small change and since then I haven't been able to re-publish it with that same error message in the lower right corner.
