Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

So their solution is killing portal, nobody play or care about it now!

With no server capacity for all the players, I don't know how they expect us to create custom maps and custom servers, wasting hours editing maps just to receive an error after all that hard work, an error caused by empty XP AFK grind bot lobbies.
