Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

The portal servers are in complete chaos, making it impossible to host a game. Studios use scripts to host empty servers, occupying capacity. I'm sure this wasn't the developers' intention. Now if you want to set up your own server, sorry, you'll have to buy a slot from them. I think this issue could be resolved with a simple server check, by scanning and clearing servers with only one player for an extended period (4-6 hours) every 5 minutes to free up capacity, thus relieving server pressure and making everyone happy.
