Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

Spammed "JOIN" while watching mission impossible reckoning, some 2hrs 30mins later I still wasn't in game. Gave up and asked for a refund, no doubt denied by steam as it's now passed the 2hr window. No word from EA or Dice about it, there was a trick to reduce player count to 16 I read from a couple days ago, but also read this has now been patched which just implies they are purposely blocking portal creations across the board. Wants 100 million players, doesn't have the server capacity for a fraction of that.
